Yamany Foundation for Development and Humanitarian Works ( YDH ):
YDH is working all Over Yemen since 2013, with license No (216), in both Emergency Relief and Development including Education, Health Child protection, Food, and WASH funded by various donors. In close coordination with its partners, YDH is implementing a new response to the needs of developing local capacities to literacy and Special Education Project, in Aden, Abyan and Hadhramaut.
Job Purpose:
under the supervision of YDH Aden executive manager, the Procurement responsible will be responsible to do the procurement processes related to response to: the needs of developing local capacities to literacy and Special Education Project. He/ she will track procured items from the initial to final stages to ensure on-time arrival and delivery to the area of operation.
Responsibilities:
Logistics and Coordination
- Coordinate closely with security assistant and project personnel in planning and managing of daily ground movement
- Organize and maintain computerized records containing vendor and bid information.
- Process requisition into purchase orders and any resulting change order.
- Receive, open, screen log and date stamps bid response/quotation, mail as required, and organize bids for review by the project management.
- Correspond with vendors regarding prices, product availability, and delivery.
- Support the project\’s activities implementation including but not limited to: procurement, transport, distribution, warehousing, management of vehicles and assets
Procurement and Tenders
- Ensuring strict compliance of procurement and tender activities with YDH and its donors policies, regulations and procedures
- Developing best practices to improve YDH\’s quality and transparency of procurement processes
- Organizing procurement and tender processes including preparation of procurement documentation
- In close coordination with the project team, ensure the project procurement plan is in place.
Negotiating conditions of contracts
- Preparing weekly procurement tracker, ensuring timely delivery of procured supplies and materials, payments and warehouse work (when applicable)
- Preparing and maintaining assets registry and inventory
Ground Movement
- in coordination with security assistant, verify whether the vehicles meet the safety standards and are adequately equipped and well maintained.
- Verify the actual movement against the submitted logbooks. (when requested )
Documentation & Audit Functions
- Ensuring that all the procurement documentation is complete and in line with YDH internal regulations, with particular attention to procurement and tender documentation as well as assets management documentation
- Maintaining storage of logistics documentation in both hard copies and electronic versions
Qualification Experience and Skills:
- A Bachelor degree in logistics, supply chain management, procurement or related fields is required.
- At least 2 years of professional experience in working with NGOs / INGOs in a similar position.
- Very good command of English and Arabic
- Strong analytical skills
- Strong communication skills
- Strong organizational skills, accuracy and attention to detail
- Ability to work effectively under pressure in a fast pace environment
- Ability to work independently
- Excellent command of Microsoft Office – Word, Excel, PowerPoint, Outlook
